MORE SUPPORT FOR HEAVIER PENALTIES FOR BABY DUMPING

KUALA LUMPUR, Friday 13 August 2010 (Bernama) -- The Malaysian Crime Prevention Foundation (MCPF) has supported a proposal for severe penalties for baby-dumping.
Its vice-chairman, Tan Sri Lee Lam Thye said heavier penalties should be imposed on those who intended to kill or attempted to kill infants as it would serve as a lesson to the society.
"Measures need to be taken to address the problem, including instilling moral values in Life Skills subject in schools and creating awareness among parents," he said in a statement today.
He was commenting on Women, Family and Community Development Minister Datuk Seri Shahrizat Abdul Jalil's statement that the government had instructed the police to investigate baby dumping cases as attempted murder or murder, which is a capital offence in the country.
Lee said adolescents should be made aware of the implications of social ills on their future.
Social rehabilitation centres should be set up to assist and provide protection for pregnant teenagers, he added

BABY BOY FOUND DEAD IN RUBBISH CONTAINER AT MELAKA HOSPITAL

MELAKA, Wednesday 18 August 2010 (Bernama) -- The baby boy found dead in a rubbish container at Melaka Hospital here today is believed to have been dumped by a student.
Melaka CID chief ACP Mohd Adnan Abdullah said police last night received a report from the hospital that a doctor had treated a woman with signs of having given birth.
The woman (in the 20s) claimed to have given birth to a five month-old baby and dumping it into a rubbish can at the Emergency Unit of the hospital.
"A police search since last night found a dead baby boy with complete features in a rubbish container at 1.55pm.," he told reporters here today.
Adnan said the woman and her boyfiend (in the 20s) had been remanded until Saturday to assist police investigation.
The case is investigated under Section 318 of Penal Code for concealing birth and body dumping which carries a two years jail sentence or fine or both.

GOVERNMENT TO STUDY DNA BANK PROPOSAL TO CHECK BABY DUMPING


KUALA LUMPUR, Sunday 22 August 2010 (Bernama) -- The government will study whether a deoxyribonucleic acid (DNA) bank will be effective in checking baby-dumping.
Home Minister Datuk Seri Hishammuddin Tun Hussein said using the DNA bank to solve crime cases would be a new approach.
"If found to be practical, we can can make it as one of the 55 ministry initiatives under the National Key Result Areas (NKRA) aimed at reducing crimes," he said after launching "Countdown Famine 30 Hours" by 8,000 Chinese and Indians in Bukit Jalil here today.
Hishammuddin was commenting on a proposal by Selangor police chief Datuk Khalid Abu Bakar yesterday calling for the setting up of a DNA bank to check baby-dumping.
He said baby-dumping should not be left solely to the Home Ministry and urged other ministries and non-governmental organisations (NGO) to be involved.
The ministry was also open to other more practical proposals to check rampant baby dumping.
On another note, he said the biometric system would be implemented at all entry points starting October to record visitors and stop those on the blacklist from entering the country.
The employer database would also be implemented to record information to facilitate the intake and management of foreign workers.

TEENAGE COUPLE SENTENCED FOR BABY DUMPING


First couple to be sentenced under new law
MALACCA: A teenage factory worker was sentenced Tuesday for two years' jail while his girlfriend was ordered to be sent to the Henry Gurney School for baby-dumping.
Magistrate Fairuz Mohd Johari ordered the 17-year-old girl to be placed at the school until she turned 20 under Section 91 (1) (f) of the Child Act 2001.
Mohd Zolhalmi Khamis, 18, and the girl, both from Felda Jelai, Gemas, Negri Sembilan pleaded guilty for leaving the baby in a dumpster at Diabochi factory at the Ayer Keroh Industrial Estate at 5.10am on Aug 11 last year.
The duo, both workers at the factory, became the first couple to be charged under Section 317 of the Penal Code for intentionally abandoning a child below the age of 12.
According to facts of case, the girl gave birth to a baby girl in a toilet at the factory before placing her into a cloth bag for Mohd Zolhalmi to place her in a dumpster.
Mohd Fairuz, who ordered the sentences on the couple to start from Tuesday, said being young was not an excuse for them to make the mistake and the sentences were imposed as a lesson for them and the society.
In mitigation, Mohd Zolhalmi, who asked for a lighter sentence, said he had repented and promised to marry the girl after serving his time.
The girl, who cried, asked the court not to jail her as she was breastfeeding the baby.

CONCLUSION

As a conclusion , baby dumping is becoming a common problem in our country and it is a problem that will never end without a solution. Immoral act should be severed from an early stage. So, individual ( main role),society and government must stand together to prevent this issue. So that, the religions and educational authorities must play their part organizing country’s programs and collaborate with parents to nurture the right values in the young. It is right if the government has taken the drastic step of categorizing baby dumping as a criminal act as a murder if it meets with all the legal specifications of one. The government should gives heavier punishment to those who commit this appalling crime.

SOLUTION OF BABY DUMPING

  1. The solution to overcome the baby dumping is build up deoxyribonucleic acid DNA bank. I believe it is very new in our country but it is a very effective solution
  2. The next solution to overcome baby dumping, we need to educate men and women as education about sex and pregnancies in the correct ways . It will reduce cases of baby dumping when they have knowledge and are aware about  sex. And  will results in unplanned and unexpected pregnancies.
  3. Who do baby dumping will be considered as murderers, which will be punished to death penalty. So that , people can think wisely when they want to do baby dumping.

STATISTIC OF BABY DUMPING

According, Women, Family and Community 
Development Minister Shahrizat Abdul Jalil
told the Dewan Rakyat that according to
police statisticsin 2002, 407 babies were abandoned
in the past five years. Selangor recorded the
highest figure at (105) babies. The other
states registered the following figures: Johor
(83), Sabah (65), Sarawak (34), Negeri
Sembilan (24), Penang (22), Perak (19),
Pahang (17), Kedah (17), Kelantan (10),
Terengganu (5), Melaka (3), Kuala Lumpur
(2) and Perlis (1).
