MORE SUPPORT FOR HEAVIER PENALTIES FOR BABY DUMPING

KUALA LUMPUR, Friday 13 August 2010 (Bernama) -- The Malaysian Crime Prevention Foundation (MCPF) has supported a proposal for severe penalties for baby-dumping.
Its vice-chairman, Tan Sri Lee Lam Thye said heavier penalties should be imposed on those who intended to kill or attempted to kill infants as it would serve as a lesson to the society.
"Measures need to be taken to address the problem, including instilling moral values in Life Skills subject in schools and creating awareness among parents," he said in a statement today.
He was commenting on Women, Family and Community Development Minister Datuk Seri Shahrizat Abdul Jalil's statement that the government had instructed the police to investigate baby dumping cases as attempted murder or murder, which is a capital offence in the country.
Lee said adolescents should be made aware of the implications of social ills on their future.
Social rehabilitation centres should be set up to assist and provide protection for pregnant teenagers, he added

BABY BOY FOUND DEAD IN RUBBISH CONTAINER AT MELAKA HOSPITAL

MELAKA, Wednesday 18 August 2010 (Bernama) -- The baby boy found dead in a rubbish container at Melaka Hospital here today is believed to have been dumped by a student.
Melaka CID chief ACP Mohd Adnan Abdullah said police last night received a report from the hospital that a doctor had treated a woman with signs of having given birth.
The woman (in the 20s) claimed to have given birth to a five month-old baby and dumping it into a rubbish can at the Emergency Unit of the hospital.
"A police search since last night found a dead baby boy with complete features in a rubbish container at 1.55pm.," he told reporters here today.
Adnan said the woman and her boyfiend (in the 20s) had been remanded until Saturday to assist police investigation.
The case is investigated under Section 318 of Penal Code for concealing birth and body dumping which carries a two years jail sentence or fine or both.

GOVERNMENT TO STUDY DNA BANK PROPOSAL TO CHECK BABY DUMPING


KUALA LUMPUR, Sunday 22 August 2010 (Bernama) -- The government will study whether a deoxyribonucleic acid (DNA) bank will be effective in checking baby-dumping.
Home Minister Datuk Seri Hishammuddin Tun Hussein said using the DNA bank to solve crime cases would be a new approach.
"If found to be practical, we can can make it as one of the 55 ministry initiatives under the National Key Result Areas (NKRA) aimed at reducing crimes," he said after launching "Countdown Famine 30 Hours" by 8,000 Chinese and Indians in Bukit Jalil here today.
Hishammuddin was commenting on a proposal by Selangor police chief Datuk Khalid Abu Bakar yesterday calling for the setting up of a DNA bank to check baby-dumping.
He said baby-dumping should not be left solely to the Home Ministry and urged other ministries and non-governmental organisations (NGO) to be involved.
The ministry was also open to other more practical proposals to check rampant baby dumping.
On another note, he said the biometric system would be implemented at all entry points starting October to record visitors and stop those on the blacklist from entering the country.
The employer database would also be implemented to record information to facilitate the intake and management of foreign workers.

TEENAGE COUPLE SENTENCED FOR BABY DUMPING


First couple to be sentenced under new law
MALACCA: A teenage factory worker was sentenced Tuesday for two years' jail while his girlfriend was ordered to be sent to the Henry Gurney School for baby-dumping.
Magistrate Fairuz Mohd Johari ordered the 17-year-old girl to be placed at the school until she turned 20 under Section 91 (1) (f) of the Child Act 2001.
Mohd Zolhalmi Khamis, 18, and the girl, both from Felda Jelai, Gemas, Negri Sembilan pleaded guilty for leaving the baby in a dumpster at Diabochi factory at the Ayer Keroh Industrial Estate at 5.10am on Aug 11 last year.
The duo, both workers at the factory, became the first couple to be charged under Section 317 of the Penal Code for intentionally abandoning a child below the age of 12.
According to facts of case, the girl gave birth to a baby girl in a toilet at the factory before placing her into a cloth bag for Mohd Zolhalmi to place her in a dumpster.
Mohd Fairuz, who ordered the sentences on the couple to start from Tuesday, said being young was not an excuse for them to make the mistake and the sentences were imposed as a lesson for them and the society.
In mitigation, Mohd Zolhalmi, who asked for a lighter sentence, said he had repented and promised to marry the girl after serving his time.
The girl, who cried, asked the court not to jail her as she was breastfeeding the baby.

CONCLUSION

As a conclusion , baby dumping is becoming a common problem in our country and it is a problem that will never end without a solution. Immoral act should be severed from an early stage. So, individual ( main role),society and government must stand together to prevent this issue. So that, the religions and educational authorities must play their part organizing country’s programs and collaborate with parents to nurture the right values in the young. It is right if the government has taken the drastic step of categorizing baby dumping as a criminal act as a murder if it meets with all the legal specifications of one. The government should gives heavier punishment to those who commit this appalling crime.

SOLUTION OF BABY DUMPING

  2. The next solution to overcome baby dumping, we need to educate men and women as education about sex and pregnancies in the correct ways . It will reduce cases of baby dumping when they have knowledge and are aware about  sex. And  will results in unplanned and unexpected pregnancies.
  3. Who do baby dumping will be considered as murderers, which will be punished to death penalty. So that , people can think wisely when they want to do baby dumping.

in the past five years. Selangor recorded the
highest figure at (105) babies. The other
states registered the following figures: Johor
(83), Sabah (65), Sarawak (34), Negeri
Sembilan (24), Penang (22), Perak (19),
Pahang (17), Kedah (17), Kelantan (10),
Terengganu (5), Melaka (3), Kuala Lumpur
(2) and Perlis (1).

EFFECTS OF BABY DUMPING

There are three effects of baby dumping. That is the effect on individuals, the baby and the family. The effect of individuals is caused by the illegal way of aborting the child and leaves the bad effect on them because of the wrong path so the individual will have high risk of death caused by bleeding and infection on mother womb's.

While the effect on family is family will get embarrassed. It also can cause mental pressure especially to family. Most family end to throw their daughters away instead.

Baby dumping also gives effect on society. Most cases of baby dumping in the country are using the same way that removes a newborn baby into the trash. This attitude shows there is replication of their cruel way to remove the baby into the trash.

CAUSES OF BABY DUMPING


First, to be said as causes is the easiness, widespread access pornography in Malaysia. Teenagers are among the groups that have exceptional knowledge to access pornography on internet and also through mobile phones They can even watch on other technological gadgets like mobile phones without their parents knowing.

        On August 13, 2010, The Star quoted Women, Family and Community Development minister Datuk Seri Shahrizat Abd Jalil, reported that the cabinet had decided to classify baby dumping that led the death of babies as a crime that warranted the death sentence. The factors causing baby dumping are when the families do not support women teenagers when they are pregnant. Families kick out these women and leave them to live alone. As parents they should defend their daughter and forgive them although there are disappointed but this is not the end of the world. Parents should comfort their daughter in times like these, do not reject them.


Baby dumping happens because of the perception of society. The society is not yet ready to be open-minded, they tend to have a very bad thought and perception towards the pregnant woman, makes them feel low, lose confidence to face the world, and in order to have it back, they decide to act repugnant, dumping the baby.

Myanmar refugee charged with murdering baby



SHAH ALAM: A Myanmar refugee who allegedly stabbed her newborn baby to death has been charged in a magistrate’s court here.
Nur Aishah Abdullah, 23, was charged under Section 302 of the Penal Code with murdering her baby girl at No 4, Lot 9902, Batu 4, Kampung Jawa, at about 9am on Jan 25.
The accused, who has a United Nations High Commission for Refugees card, had allegedly stabbed the baby five times with a knife. If convicted, she could face the mandatory death sentence.
The accused: Nur Aishah, who was charged with stabbing her newborn baby to death, being led away Friday.
Magistrate Zilfinaz Abbas ordered Nur Aishah to be sent to Hospital Bahagia for observation.
She also fixed Feb 28 for the case to be mentioned.
Deputy public prosecutor Zara Aina Mohd Zawawi appeared for the prosecution.

LITERATURE REVIEW

Baby dumping began at the early 1989, when a police dispatcher was arrested and charged with abandoning her newborn baby in a litter scattered lots. The perpetrators was Brenda Flood, was charged with endangering the welfare of a child abandonment and reckless endangerment.
Later, at June 1994, a woman admitted that she dumped the baby in a trash can after giving birth. She testified Thursday that she did not call 911 because the child was already dead. Doctors testified for the prosecution that the baby's lungs revealed signs that the baby at her last death was gasping for air.
The baby dumping issue then continued on 1997, when one baby was saved from death on 25 August by members of the Woman and Child Abuse unit, hours after being exposed to the elements after being deserted by her 20-year-old mother. The mother, who was later charged with attempted murder, was only apprehended after she voluntarily surrendered herself to the authorities 10 days after she had abandoned her baby.
Then, the baby dumping issues has never to be seen declining nor diminishing Up until 2010, there is still an increase in the number of baby dumping around the world. For the Malaysia it self, baby dumping has increased so much to the extent of worrying stages.
According to the statistics of baby dumping cases in Malaysia issued by the Headquarters of the Royal Malaysia Police (PDRM), Bukit Aman, in 2000 a total of 65 cases of baby dumping have been reported throughout the country. this was serious case and should be aware by the community. Dumping babies become more serious among teenagers in Malaysia due to pour guidance from parents, lack of religious education and uncontrolled social life.
In a period from 2008 to 2009 there are 181 cases of baby dumping was recorded while 60 cases was recorded in 13 August 2010. To overcome this problem government has decided that the issue of baby dumping will be investigated as a murder case. It can carry the death penalty or in maximum prison sentences of 20 years. In addition, it has agreed to the proposal by the Woman, Family and Community Development Ministry over the issue because incidents of baby dumping were still rampant in the country ( Minister Datuk Seri Shahrizat Abd Jalil).

On the other hand, the problem happens because new mother especially the young mothers cannot think wisely when they throw away the baby. They felt pressure with their emotional and physical changes because it is their first experience and they do not expect the changes will occur.

DEFINITION OF BABY DUMPING

According to the Headquarters of Royal Malaysia Police (PDRM) baby dumping means that the acts of leaving away the babies at any places without taking care of the babies. Similary with Prof Dr. Harlina Siraj says baby dumping is a social crisis and has a cronic increase as many cases are occuring in Malaysian society.

The baby dumping refers to discarding or leaving alone, for an extended period of time, a child younger than 12 month of age in a public or private setting with the intent to dispose of the child. It is a crime which  happens when close proximity is commited between a guy and a women and resulted in unwanted baby.

The baby dumping issue arise when the woman had her unplanned pregnancy and been pressured by the question about the status of the child. Beside they may feel that they are not yet ready for his responsibility. In terms of tradition”, young women fear rejection by their parents and the community if they are found to have had a baby outside of marriage. This tradition will absolutely increase the cases of baby dumping. Pregnant women that are rejected by their boyfriends, who may even deny being in any relationship with the woman and the child may then dump the baby because she fears that she will be unable to look after the child alone, or to afford the child’s maintenance. This is because they do not have guidance from their parents and the level of religious education is very limited. According Datuk Seri Sharizat Abd Jalil, as women, family and community Development Minister, Selangor recorded the highest number of baby dumping. Lately the issue of baby dumping is very serious because it involves many people such as themselves, family and community in our country. We choose this topic because as teenagers we have the responsibility to overcome that issue.
In our opinion to solve the problem it must start from the family. The family must play an important role to manage the family.

My name is Nor Faezah Binti Arshad. I'm from Sungkai, Perak. Now I am study at UKM, Bangi. I am study in Political Science programme. Before this I  studing at Sekolah Menengah Kebangsaan Sungkai, Perak. I have 9 siblings and I am number 6. I have 3 brothers, 2 sisters and 3 younger brothers. Then, my third brother is Mohd Zaki. He works as a nurse assistant  at Majlis Agama Islam Selangor Dialysis Centre. I have 2 sisters. My first sister is totally a housewife. Her name is Roslinawati and my second sister is studing  at UiTM Seri Iskandar,Perak in Quantitative Science programme. 
There are many things i like to do. I like to read. I like to listen. I like to dream. I like to think. I like to read about politics issues especially in Malaysia. I am very interested to listen whatever about political when somebody talks about that. So, that is why I choose political science course in UKM.

My brother works as a goverment officer at Bandar Baru Bangi. My first sister's name is Nizawati Binti Jamal. She works as a shift manager at KFC. My second sister's name Norzilah Binti Jamal. She works as a quantity surveying at Johor Bharu. I have one sister working as a nurse at Institut Jantung Negara. Her name is Nordiyana Binti Jamal. My youngest sister passed PMR and she got straight As. She is schooling at Sekolah Mengah Sains Muzaffah Syah Melaka.

My name is Nur Fadzlun Binti Johan.  I come from Pontian, Johor. My birthday 30.11.1990. I have 5 siblings and  i am number 5.  I have 2 brothers and 2 sisters. My elder sister passed away because she had cancer. My parents do not work anymore. They have retired from the government. So, now they are farmers. I am from science political course. I like political subject very much. I don't know why but i like it very much. My ambition is to analise  politics like Prof Agus is one lecturers in my program. When i was at school , my favourite subjet was Pengajian Am. So, my favourite subject is related to my course now. My least favourite subject was Additional Mathematics because the subject has many  formula to remember. When  i finish my study , i want working with SPRM. That is because  i like work which is challeging. If  i do not get work with SPRM, i want to work  as a political analyst.
