LITERATURE REVIEW

Baby dumping began at the early 1989, when a police dispatcher was arrested and charged with abandoning her newborn baby in a litter scattered lots. The perpetrators was Brenda Flood, was charged with endangering the welfare of a child abandonment and reckless endangerment.
Later, at June 1994, a woman admitted that she dumped the baby in a trash can after giving birth. She testified Thursday that she did not call 911 because the child was already dead. Doctors testified for the prosecution that the baby's lungs revealed signs that the baby at her last death was gasping for air.
The baby dumping issue then continued on 1997, when one baby was saved from death on 25 August by members of the Woman and Child Abuse unit, hours after being exposed to the elements after being deserted by her 20-year-old mother. The mother, who was later charged with attempted murder, was only apprehended after she voluntarily surrendered herself to the authorities 10 days after she had abandoned her baby.
Then, the baby dumping issues has never to be seen declining nor diminishing Up until 2010, there is still an increase in the number of baby dumping around the world. For the Malaysia it self, baby dumping has increased so much to the extent of worrying stages.
According to the statistics of baby dumping cases in Malaysia issued by the Headquarters of the Royal Malaysia Police (PDRM), Bukit Aman, in 2000 a total of 65 cases of baby dumping have been reported throughout the country. this was serious case and should be aware by the community. Dumping babies become more serious among teenagers in Malaysia due to pour guidance from parents, lack of religious education and uncontrolled social life.
In a period from 2008 to 2009 there are 181 cases of baby dumping was recorded while 60 cases was recorded in 13 August 2010. To overcome this problem government has decided that the issue of baby dumping will be investigated as a murder case. It can carry the death penalty or in maximum prison sentences of 20 years. In addition, it has agreed to the proposal by the Woman, Family and Community Development Ministry over the issue because incidents of baby dumping were still rampant in the country ( Minister Datuk Seri Shahrizat Abd Jalil).

On the other hand, the problem happens because new mother especially the young mothers cannot think wisely when they throw away the baby. They felt pressure with their emotional and physical changes because it is their first experience and they do not expect the changes will occur.
